The Atmos software market looks bigger and more expensive than it is, because the products are marketed by name rather than by function. Renderers, panners, monitoring plugins, and authoring tools all get described in similar language, so it's hard to tell what overlaps with what.
Sort them by job instead, and the picture simplifies fast. There are four jobs. Most producers already own tools that cover two of them and only need to buy into one.

The Four Jobs
Authoring is placing sounds in three-dimensional space: your bed, your objects, your panning.
Rendering is turning that into something audible on a specific system, and producing the master file.
Monitoring is how you actually hear the rendered result.
Delivery is producing and checking the file a platform will accept.
Every tool in this market does one or two of these. When two products seem to compete and don't quite line up, it's almost always because they're doing different jobs.
Job 1: Authoring
Your DAW, usually. Logic Pro has Atmos authoring built in. Pro Tools handles it with the Dolby Renderer. Ableton Live and Reaper have no native Atmos support but can address multichannel outputs, which is enough to work with an external renderer.
Dolby Atmos Music Panner. Dolby's own panner plugin, free, for placing and moving objects. If you need object automation and your DAW's panner doesn't cover it, start here before buying anything.
Fiedler Audio Atmos Composer. A third-party authoring environment that brings Atmos workflow into DAWs that don't natively support it. A real option for Ableton and Reaper users who want authoring inside the DAW rather than routing out to a renderer.
Most people don't need to buy anything for this job.
Job 2: Rendering
Built into Logic Pro. Authoring, rendering, and master file export. Logic users often need nothing else at this stage.
Dolby Atmos Renderer, $299 through the Avid store. The consolidated replacement for the old Production Suite and Mastering Suite, which are no longer separate products. This is the job most likely to require an actual purchase, and the one most likely to be duplicated by accident. Check what your DAW already includes first.
Job 3: Monitoring
The crowded, confusing, most expensive-looking category. Sorted by what you're actually buying:

Audiomovers Binaural Renderer for Apple Music, $79.99. A plugin that lets you monitor through Apple's binaural rendering, so you hear what an Apple Music headphone listener hears. Established and in professional use. The detailed comparison covers how it differs from a system-level approach.
Neumann RIME, $99.95. Immersive monitoring for headphones, working only with Neumann NDH 20 and NDH 30 headphones, which start at $599. Good tool, closed chain, so budget the hardware into the decision.
Steven Slate VSX Essentials, $299, Platinum $499. Room and playback-system modeling, focused on stereo, using Slate's own headphones which come with it.

The argument for Apple-engine monitoring in particular: most Atmos music reaches listeners as a binaural downmix on headphones rather than through a speaker array, and on AirPods that downmix is Apple's own. Monitoring through it puts you on the rendering a large share of your audience will actually hear.
Job 4: Delivery
Your renderer produces the ADM BWF master file. Platforms take it from there.
What you need at this stage isn't more software, it's checks: the binaural render, the stereo fold-down, integrated loudness against the -18 LUFS music target, and object behavior across layouts. Most delivery failures are check failures rather than tool failures.
Three Realistic Setups
Logic Pro, music, headphones. Logic covers authoring, rendering, and delivery. Free Dolby Music Panner if you want better object automation. One monitoring decision, and Logic's own binaural output is a legitimate starting point. Total spend: possibly nothing.
Ableton or Reaper, music, headphones. No native Atmos support, so you need a renderer ($299, or Fiedler's authoring environment as an alternative approach) plus a multichannel monitoring path. This is where a system-level monitoring layer helps most, because the DAW offers no spatial path of its own.
Pro Tools, post or professional music. Dolby Atmos Renderer, likely at the $99 offer if you qualify, plus whatever monitoring your room or headphones require.
